Comments:
The new NSPS will be a great way of doing business. Since this new system will foster better team work with our military counterparts and will establish equitable fairness to all, I would highly encourage that the military be included into this system. Otherwise, why even have civil service workers; just use contractors for everything. And as a sideline note, this is definitely one way of eliminating Affirmative Action.
