First of all, let me state that pay increases and promotions should be based on merit, education, and reliance. Theoretically, supervisors should have the expertise and experience to choose their most able bodied personnel for pay raises and promotions; However, in my experience, most supervisors cannot objectively see past personal preferences and prejudices. Secondly, I am about the only civilian in our flight who is not retired from the military. I served eight years in the Air Force and I still have roughly thirty years to go before I can collect retirement and benefits from my civil service job. There are civilians collecting several checks from the government to include military retirement, disability, GS-11 paychecks, and social security. Civil servants , like me, who rely on our paychecks alone, buy our own medical insurance, save for retirement, and have a good education and years left to invest in civil service should be relied upon for the future of civil service. Not to discriminate or appear biased based on age, but most supervisors in our immediate section are well into their mid to upper sixties and are “triple dipping” as far as being paid. Furthermore, favoritism and old views on promotion seem to be the defining factors on who is chosen for special treatment. In my opinion, I would set an age limit for retirement from civil service for “triple dippers” who could otherwise ruin the careers of employees who have much to give and years of service to offer.
