Not enough definition has been included in the verbiage put out in the Federal Register. For example, it discusses pay bands, but not how they will be defined or what existing GS ranges will be included under them. It discusses grouping GS series together, but not how they will be grouped. For this new system to be implemented, much more has to be defined. I find it very surprising that there is an entire section(s) in the Register about the Outreach initiatives, but no one I know in the Federal Government has been told any information on this new system. Even our Command knows nothing and is disseminating no information to the managers/supervisors, but the Unions are proliferating information (good, bad or otherwise) to the bargaining unit employees before management has a chance to understand anything about the new system. Lack of system definition and specific-ness, how little information is being disseminated and the lack of "outreach" initiatives is disconcerting since Spiral 1 initiatives are supposed to start soon!
