Page 5: "Guiding Principles and Key Performance Indicators"- Early on the entire system is doomed for failure, it is just more of the same. Mangement determines who are the "high performers", and I guarentee from personal experience, their decision has nothing to do with ones work output and what they may have done for the DoD and the war fighter. What we will end up with is a more of the same, except management will have even more power to make or break your career. There are no words anywhere in the document assuring that management will be forced to be fair and objective. And why should there be? Once the unions are broken managements true nature will be revealed, and it will not be good.
