RIF procedures - it is ridiculous that the last appraisal is so strongly weighed in a RIF and that years of service mean so little. Pay - The supervisor has too much influence on an employees pay. A team approach is encouraged but employees will now be in constant competion with each other not only for promotion but also for pay, RIF status, etc. Phase in period - Why not do this like the transfer from CSRS to FERS was done. Have new employees and employees who volunteer to go under this system become part of this and allow the remaining employees to remain under the system there were hired into.
