I am generally a proponet of merit pay. However, it seems to me that this proposal leaves too much "carrot and stick" in the hands of those making the decisions. The egregious use of a threat of no pay unless you play by my rules, for an unscrupulous or "own set of rules" supervisor, PARTICULARLY in DoD (where folks historically either don't speak up or are punished for speaking up) is probably more open to abuse here in DoD than it would be in other agencies. Fear is a great club, but a poor motivator and a weak incentive. And the command structure will only enhance the use of favoritism in the process, both for Active Duty and for the Reserves (where the rank tends to go with the civilian job, through the ART or AGR structure).
