I don't understand why we need to start a pay for performance based apprasial system. Isn't that basically what is in place now. I guess what I mean if the current apprasial system was used as it was designed. In the current system I feel a 5 is what an individual should receive if just doing the job as it is in the PD. Anything above and beyond that should of course get a higher rating. We all know that is not what happens. Apprasials at the 78/81 are the norm. If the new system is going to be used in the same manner why change at all. Another concern is the cost of just all the regulation and paper work changes. Has anyone factored in just the cost to change all the regs and other paper work for this new system. Cost has to be huge. I agree there probably needs to be some changes in the old system because just getting employed is almost impossible. Changing career paths is also almost impossible. I don't know what this system will do as far as the whole person score. Our former Director had the policy that no one in LG would get permoted to the GS 12 level without a college degree. I agree that a college degree is somewhat important but I do not see how a degree in business helps someone be a better Logistics professional than someone with say 15/20 years without a degree. I see some of these Palace Aquire folks come in and are GS-11 in 2/3 years and do not have a clue about what is going on. Now take someone coming up through the system with lots of on the job time, it would just make more sense to promote that individual over some one with just 3/4 years of service. I would really like to see some changes in that area. I know that I am just one person out here in the world, but I cannot see making changes for the sake of making changes, that has happened a lot over my career and it looks like it will happen again.
