Step increases based on performance are in theory a good idea. However, human nature being what it is along with its fallibilities will cause this approach to be unfair to many worthy hardworking individuals. Performance appraisals did not work sufficiently well in the past because the majority of humans cannot be impartial. Lets not forget the "good buddy" system that prevails like a subliminal plague. Therefore, step increases based on performance are in reality a bad idea.
