Why is this new system not grandfathered? Maybe a sanctuary zone for those of us that have dedicated years of service to the government. I have 18 years and am a 10 point vet. I can lose my job and all I worked for because I only get an excellent rating by someone with 3 years and an outstanding rating . An excellent rating is NOT a bad rating.
