NSPS Proposed Regulation # 4 If we are in between a step increase, perhaps one year away from our next step increase, when the new pay band system goes into effect, will we receive that increase? NSPS Proposed Regulation # 5 As I understand it, the cost- of- living increase, usually annually approved by the president and congress, will become a part of the pay band system and not be automatically given to everyone in civil service. As you know, inflation continues every year, no matter where one lives. I believe that people should continue to receive the minimum cost-of-living increase but other increases be put into a discrete category. In other words, if a person does a superior job, reward him or her accordingly and leave that in the pay band. I also believe that everyone in any type of government service should strive for excellence, regardless of his/her position. However, I would not include the minimum cost-of-living increase within the pay band. Let rewards be part of the pay band for superior performance.
