There are already problems with this system at NASA. Management is basing raises on the "importance" of jobs. If a job is not important, then it sould not be filled. All jobs are important or they would not be utilizied. By the time money got down to workers, they got .05% or nothing. Of course managers got 2.5%. How can they expect workers to keep up with inflation? There has always been ways to fire or hold raises from employees who were working up to standards. Before each step increase, supervisors get paperwork to submit to withhold the step increase if am employee has poor performance. At least we received COLAs to help with living expenses. Our heating bills for natural gas have doubled in the past year in Colorado.
