If the "pay for peformance" should go into effect this would hurt most GS-4's deeply. We now have job descriptions that already hold us back. At this facility one out of every one hundred GS-4 gets to move up to a GS-5 or above, we do not qualify for other jobs that are posted, because working as a GS-4 at this facility you are not exposed to anything on the job that helps toward advancement.
