Guiding principles. How many of us remember when our army organization got a new assignment and the work effort needed to increase tenfold. The hiring was intense. In order to gear up and to make and maintain Grade 13, 14, and 15 GS positions, anyone from grade 02 to GS 11 was hired and kept to maintain the books. These people were treated as FTEs and not as a person. Some of these people were good - some were not. It didn't matter - positions were filled, the District looked good and managers got their higher grades. Everyone fulfilled their position. People were not treated right, not trained, and some downright neglected. But the FTEs vwere filled and the GS 13, 14 and 15 managers looked good and were thrilled. Now, all of a sudden, the government thinks they are a business. Now, they want pay for performance whatever that means in a non profit organization. Now they want to get rid of their dead weight that they made. It sucks. I do not feel sorry for management.
