My comments relate to pay-for-performance. I work in a Naval Clinic where almost all civilians are supervised by active duty military members. The majority of the active duty members are not trained on civilian matters and do not understand the present GS system. Although training is supposedly offered no one actually attends and if so they have attended once in their career. They do not keep up with all the latest information concerning civilians and don't care to do so. The new pay-for-performance for civilian raises will be a tremendous disservice for those supervised by military. The raises will be based subjectively in this clinic by individuals that most of the time hardly know our names much less know our performance. This new system is too loosely based and unfair. State governments have abolished this method of raises because of lawsuits and unfairness. I feel this system is taking a step back not a step forward. Pay pools are also a very unfair way of distributing money for raises. You are given a certain amount of money to give to a group of individuals for raises and you have to make that amount fit no matter what the level of performance is of that group. If you have high performers in your group then your employees will not get adequate compensation because there is only a certain amount of money in the pot. This is truly an unfair practice. I also don't understand why this new pay system may affect COLA adjustments. Since when is that affected by performance? These increases are for cost of living not performance.
