SUBPART C- IT SOUNDS LIKE THE "GOOD OLE BOY SYSTEM" TO ME. THIS SYSTEM IS LIKE NAF THAT WE HAVE HERE. THE PAY BANDS ARE JUST AN EXCUSE TO KEEP THE LOW PAYING JOBS LOW AND NEVER GIVE ANY RAISES EXCEPT TO THE CRONIES. IT WILL BE THIS GROUP OF PEOPLE THAT GET THEIR PAY DROPPED. IT IS TOO MUCH POWER FOR TOO SMALL A GROUP AND THE INDIVUDUAL HAS NO PROTECTION. TAKING MONEY FOR A FEW AT THE EXPENSE OF THE OTHERS IS ONCE AGAIN A PAYOFF TO YOUR OLE CRONIES. GIVING MANAGEMENT THE POWER TO SET THE STARTING RATE OF PAY IN A BAND FOR NEW HIRES, PROMOTIONS, REASSIGNMENTS ETC. IS CONDUCIVE TO REWARDING THE SELECT FEW. ALREADY HERE WE HAVE A DEFICIT OF MILLIONS BUT OVER THE YEARS EVERY TIME WE HAVE A REORGANIZATION THE TOP PEOPLE ARE UPGRADED MAKING OVER 100,000 A YEAR AND THEN CAN NOT FIGURE OUT WHY WE STILL HAVE A DEFICIT. SUBPART D PERFORMANCE MANAGEMENT I CAN NOT IMAGINE HOW MANAGEMENT IS GOING TO CHANGE EXPECTATIONS THROUGHOUT THE YEAR WHEN THEY PRESENTLY DO NOT DO PERFORMANCE DISCUSSIONS ON TIME. MANAGEMENT WILL HAVE A FREE HAND TO PENALIZE THOSE WHO DO NOT DO THEIR BIDDING AND AWARD THOSE WHO DO. WE ALREADY HAVE TOO MANY HIGH PRICED MANAGEMENT TYPES THAT GOT THERE BY DISHONEST MEANS. THIS WILL ONLY INCREASE THAT NUMBER. HAVING NO ACCOUNTABILITY FOR THE DECISIONS FOR MANAGEMENT WILL ONLY INCREASE THE INCOMPETENCE AND GREED THAT ALREADY EXISTS. IT WILL WIDEN THE GAP BETWEEN THE HAVES AND THE HAVE-NOTS. I HAVE HAD 12 YEARS OF OUTSTANDING PERFORMANCE, BUT I HAVE NEVER HAD A QSI. SO WHY WOULD I THINK I WOULD GET ANYTHING UNDER THE NEW SYSTEM? SUBPART F-WORKFORCE SHAPING PROBATIONARY PERIODS SHOULD BE THE SAME FOR ALL JOBS. HOW LONG DOES ONE NEED TO DECIDE IF YOU ARE CAPABLE OR NOT. IT GIVES TOO MUCH POWER TO DOD TO TAKE CARE OF THE "GOOD OLE BOYS" AT THE EXPENSE OF THE LITTLE GUY. SUBPART G-ADVERSE ACTIONS THE MANAGEMENT IS NOT DOING THE JOB NOW. PEOPLE WHO DO NOT WANT TO WORK DON'T. MANAGERS SPEND MORE TIME FINDING WAYS TO UPGRADE THEMSELVES. GIVING THEM MORE POWER WILL NOT IMPROVE THE WORK FORCE BUT MAKE IT EASIER TO BE MORE INEFFICIENT.
