When this plan was under consideration, was the employee's benefit the main criteria, or was it to benefit the already power hungry management of the government? Has anyone really stopped to take a look at the 'good ole' boy system' already in place and how this will only cause it to get worse. It just so happens that it is hard enought at lower grade levels to get promotions, so now you want to make it worse by giving complete control to the supervisory folks. Specific issues need to be addressed and I truly feel that employees at all levels, not just higher management should be included. I mean the common 9 to 5 worker, not the higher graded employees. A realistic view of how it really is in the real working class of employees can only be done from people who actually do the work, not those in charge of assigning the work. Using common sense a lot of times affords employees the opportunity to take a look at things for what they really are not through rosy colored glasses. Look at what contracting out civil service jobs has done at some military installations with all the budget cuts. Services are being cut and who suffers? The soldier. Please take a closer look at what you are proposing and get input from people who really do the work
