Comments:
1. It is not very clear to me how promotions and transfers will be handled in the NSPS. In the GS system, the hiring agency advertises a vacant position with the GS Grade. The prospective employee then decides whether to apply, one of the considerations being whether this will be a promotion from the employee's current grade. How will the vacant positions be advertised under the NSPS system and what factors would enable the prospective employee to determine if the vacant position is an upward move? 2. Under NSPS, will there be any consideration and additional credit be given for education and professional licences beyond the minimum required for the position? Also, will there be additional credit be given during the recruitment process for such additional credentials? Since the change to the NSPS is aimed at improving the workforce, it would be logical to include additional credit for additional relevant qualifications. This would enable the Government to attract the most qualified and trained workforce and reward the employees who strive to obtain additional qualifications beyond the minimum requirements. In the current system, an employee with a Bachelor's degree is paid the same as on with a Master's degree in the same field.
