About half the supervisors where I am employed do not have the ability or skill to be in management. NSPS will allow these people to make decisions that can not challenged. As an example: Quite a while ago when I was a GS-11, over a period of a couple of years, I applied for 5 (FIVE) openings in my department. Each time a person with much less or no qualifications got the job. After I lost out on No. 5, I filed a discrimination complaint. Eventually, I was awarded a GS-12 with one year's back pay. Not by management but by the Army Appellate Review Agency. With NSPS I would still be a GS-11. Or, considering the "friends" that my supervisor at that time had , I could have ended up a GS-9.
