7560: Pay and Pay Administration - Subpart C: I don't like the idea that "Funds previous used for end of rating cycle performance awards or incentive awards may also be used to fund the pay pool", even with the caveats that appear after this sentence. 7563: Staffing and Employment - Subpart E: "The proposed regualtions redefine the terms "promotion" and reassignment" to fit the NSPS pay banding....etc...whole paragraph: With this, and the initial assignments within the bands for my job (supposedly to be determined when the conversion to NSPS begins), will I in the future end of with a lower level of pay because politically, someone may not think my job is important. IIn other words, yes we'll start in NSPS with the same pay, but maybe 2 years later it could be determined our job is not "that important" and lower the entire group into a lower payband. Just a concern. 7585: 9901.405/406/407/408/409: This is all well and good, however, where the current rating system (pass/fail) is not effective in weeding out sub-performers, the NSPS system will be just a fallable, as supervisors will not want to spend 90% of their time dealing with appeals and the fallout that goes along with them.
