My only concern relates to pay based on performance. While the intent is well meant I see it as eventually going the route of the military NCOER. When this change was made to the ratings system many years ago, it was with the intent to ensure ratings would no longer reflect virtually everyone maxing out to stay with their peers throughout the military. Specific "bullets" were -- and are still -- supposed to be the requirement for a soldier to receive any "excellents" on his/her NCOER. But, that is just not happening regularly anymore. I know; I am former military. Unfortunately, I foresee the same thing happening somewhere down the road with the implementation of this same type of performance scale for pay on the civilian side.
