My comment is just general in nature and encompasses all of the new proposed plan....I think right now there is way to much favortisum in the Govt.promotion process! Its like it doesn't matter what you know but who! All this new plan will do is expand on that and make it even harder for the hard working employee who does'nt necessarily get along with the supervisor even a bigger hill to climb! In the past at least as long as you did your job you got a pay increase now this opens up the door for people like me to get shafted because we don't necessary agree with the way things are being run! we have troops who need our support and some of us are trying to make things more effiecent so we can get the needed equiptment to them sooner and all this will do is punish us because thats not the way it has ran for the last 100 years! Thats the way it is where I work and now you propose to put thinking people like myself at risk of no promotions or raises!...NO THANKS!
