Although I seriously doubt that my comments or other’s comments will be taken into account and considered, I still feel like I need to comment. I have been a DoD employee for 27 years and have been proud to work for DoD. Until now. The design of NSPS was done in about 3 weeks by a group of 25 to 30 senior “experts”. Something this important and it’s done in about 3 weeks!? How can we use pay bands, when they have not been figured out yet. This is nothing but a throw-back to the “good ole boys” syndrome that seems to run rampant through the present administration. There is already an award system in place. Hasn’t Rumsfeld heard of INCENTIVE AWARDS? This is just another way for the Bush to take money from the working people and spend it on his war. The awards program wasn’t funded last year - what makes you think it will get funded next year? Annual raises will be nothing more than a popularity contest. This is not fair! If they want to overhaul the pay system, then it should be done slowly and have a DEFINITE plan BEFORE implentation. Another one of Bush's attempts to push something through without worrying about the consequences! Civilian Deployment. I did not enlist in the military. What agenda does Rumsfeld and Bush have? Do they intend to send us all over to Iraq? The current volunteer system works well. There are several civilian employees working overseas right now and they don’t seem to have a problem getting people to volunteer. If it’s not broke - why change it? It also states that this new flexible system will help attract skilled, talented and motivated people. Who will join the civilian workforce if they know they will have to go over to a war zone? Not many. And why would a person working for a private company that makes more in a base salary come to work for the Government when their base salary is lower? Not many. Will we get as much in pay as the military? And if not, why not, if they treat us like the military - we should be paid like them. I am VERY UNHAPPY AND DISTURBED that our Government thinks so little of the people who have given their lives to work for them. The NSPS system takes away every shred of fairness and comes under the heading of Government MISUSE and ABUSE OF POWER and wastes taxpayers money!
