This is NSPS is only one sided giving all the oppotunities and rights for Supervisors who have big HEAD and hire more on friends and family member. Also by giving the power to hire anybody it "not what you know but whom you know to get a job" like in civilian sometimes. NSPS is the worse proposal ever.........
