These are my concerns regarding this new program: I have worked for the DoD for more than 10 years and have seen many changes occur. However, this new proposed system will increase favoritism and not act on employer performance. In our staff we have 15 individuals ranging from GS-4 thru GS-12 and three military personnel (TSgt, MSgt and SMSgt), and every year since I've been employed we are told that there is not enought monies for awards. That only two individual on our staff can receive awards even though the performance of the others was outstanding. Our military personnel rate themselves high and then consider our rating differently. In other words they take care of their own so that their careers are not damaged. The reality of the world is that favoritism exsists and leadership always has those individual they favor. At least with the step system, I was assured that no matter what I'd receive pay increase with good evaluations. If we are saying that the old system did not allow for removal of poor performers, that is not so. The personnel system had guidance on how to evaluate and remove individuals. But, many employers were dealing with personality differences and not necessarily performance. Anyone can make a case for bad performance -- supervisors/leadership can setup circumstances where you can not meet performance standards. Our operating budgets are decreasing all the time I can not see that with this system we will get more but actually only certain individuals will be rewarded. The team concept will be in the trash because everyone will be trying to compete with each other and morale will be low. I can tell you we have several individual that will leave the system if this occurs. I urge you to open the door to fairness and not be like some coporate agencies that do not care whether their employee live or perish. I am a single parent, Hispanic (only 12 on our base) our base has about 250 employees and reality of what I face everyday is that I'm greatful for the current step system as a buffer to bad supervisors/bosses/bad budget system and funds . I think you will have more quality individuals leaving DoD if this occurs. You may be able to show numbers of hire but quality and experience will suffer. We have been told that this comment notice time will not count because DoD is going to do what they want. I was very disappointed to hear this from our base leadership and personnel. Is is the thanks I get for contributing more than 10 years of service to my country.
