First, thanks for the opportunity to provide comments concerning the implemention of NSPS. I would like to address Pay and Pay Administration - Subpart C. I believe it's great trying to implement new precedures to improve our Civil Service System. After serving over 20 years on active duty, and five years Civil Service, I have first-hand experience on how the system has been fair to many and unfair as well, primarily in the area of pay. The NSPS appears to to be the same in principle as the existing system. I mean there is little assurance that FAVORITISM want come in to play. I'm a hard worker, always going above and beyond to get the mission done. Still, I can walk around the corner in my building and witness employees with the same grade as me not putting out any effort and it appears to be accepted by the supervisor because they are the ones receiving pay incentive and choice jobs. Believe me, the "good ole boy syndrome" is alive and well. What provisions are in place to prevent this? Again, thanks.
