I am very disappointed in what I have read. After 31 of government service, I expected to see a better system put into place. I don't disagree that changes need to be made. However, NSPS leaves a lot to be desired. It lacks specifics. It provide no clear cut policy. I can't see where this is of any benefit to government employees. I am not including specifics as I have learned that once decision has been made by the "powers that be" it doesn't matter what the affected persons have to say. Generally, the response is that the recommendations made will be considered. If the recommendations are not consistent with the decision already made, they are considered not to be relevent to the current desired outcome and filed away.
