Comments:
Overall comments: a. Far many implementing details remain "to be determined" for one to make meaningful comments. Flesh the beast out, then ask for public comments - this is essentially a pig in a poke. b. Great care should be taken to ensure that implementation does not have disparate effect on any demographic group, especially "older" employees. Overall intent appears to be attract/encourage/retain a younger work force. If the overall pie remains fixed, this comes at the expense - intentionally or otherwise - of more senior, longer term employees who tend to have worked their way to the higher pay levels (through years of hard work).
