The NSPS system will reward only sycophants. Is that what we really want? I have a better idea. Fire one half of all GS-12 through SES, O-4 through O-10, and make the rest work. This NSPS system is illegal, unlawful, and unconstitutional, and I hope that thousands and thousands of lawsuits result and stop the insanity. What about just going back to a Civil Service Examination. Wouldn't that be novel, applying for a job based on your intelligence.
