I have already seen bad results in the two weeks since the rules have been published. The new rules allow hiring of former employees with no penalties. We thought this was for emergencies and for highly qualified people. Apparently, the new hiring is at a rapid pace. Every division chief wants to impress the District Colonel. Also, former employees are being hired with their incentive pay to retire not paid back - this is being waved. It is funny too because I don't think that we have a shortage of people and that these people are really needed. We are going to have to put some employees on overhead to pay for these new former employees. I do not remember these people being exceptional - just major boot lickers. Also, what about the racist and bigot that we said good riddance to - It bothers me too that I work with supervisors who said that they admire this person while knowing full well what went on.. The bosses are hiring their friends back who think like them - this is not good. However, this makes management look good and apparently that is all that counts. More costs but management looks good - or is it a bigger plot to save money by bringing in cheaper former employees(no benefits) and replacing the full time employees with them.
