While I agree that some of the goals of the NSPS are noteworthy, I cannot accept the fact that about 30 "senior experts” could design an implementation plan in three weeks. In the 2004 climate survey, one of the issues discussed in all of DLA was trust. If we are now going to rely on performance reviews as the main criteria for promotion, obtaining raises, and employee retention, DLA Management must improve the trust factor. Almost everyone I work within the DoD feels they are being tested or scrutinized in some way. Another thing that I see is those that truly get the work done are swamped with additional work and those who do next to nothing are not disciplined at all mainly because the supervisor is afraid of a grievance filing. This is not a great working environment. Subordinates do not trust management. Now we are leaving the raises up to management with untested criteria or faulty metrics for performance measurement. What a sham. The favorites of management will continue to be favorites, obtain the raises and be retained in the event of a RIF. And we don't as an organization trust management. And now we are going to communicate with management? Another sham. The climate survey also indicates that this is a major problem within the organization. I think the Government, specifically DoD, needs to get their act together, find out what they really need to measure, obtain good information from the customer (the military), and run this organization like a business, not as a military facility. We may serve the military, but we are not the military. To think that DoD can just deploy a civilian into a war zone if necessary is absurd. There is enough real time technology to have the employee virtually in any theater that exists. Technology permits this right now. I am appalled to think that the government can place a civilian in harm's way. I am also appalled at the way this whole NSPS system is being implemented. Management should be looking at how to improve itself before trying to improve the performance of their employees. This will set back the calendar to 1900 for the DoD employee.
