The new personnel system appears to be a return to the patronage system and the end of civil service in this country as we have known it. We are returning to a system of government that was found disfunctional in the 19th century. The measure of a first class country is a first class civil service, and we are going to throw out a first class civil service system. This new system will be arbitrary with no real protections for those disagree with decisions and offer contrary opinions to management. At the office level, this new system puts new meaning into pleasing the boss. "Yes men" will be the order of the day more than ever. From a broader view point than the office, this new system will make government employees servile to political forces rather than being in service to the public.
