The idea sounds excellent on paper, but I dont see how it will ensure that people who do perform well, will for certain be rewarded over the broad spectrum of job types. Nor how we will ensure standardization with managers, nor how we will ensure there will be money for said performance rewards. Simply put, the DOD is not in the business of making money as is the civilian world, so what exactly is the bottom line? It is foolish to assume that the institutions we work for are always going to have our best intentions in minds. If the DOD has a cut back does that mean that the performance standards go up impossibly high, thereby ensuring that rewards are commensurate with available money. I have worked in the civilian world and when you make the company money, you ge rewarded. That is the bottom line. I think the concept is good, but I am not whole heartedly ready to jump ship just because the grass appears greener on the other side. Managment fads/ styles come and go.
