This appears to be a way to go back to the Good old boy system for pay and unfair treatment. If your boss likes you and he can find the money (not that you are adding more to budgets to make available for more pay) you may or may not get additional pay increases. This system will not necessarily create better and harder working employees if we all see the inequities going on around us. Just because the DOD has mismanaged the existing personal system for so many years does not make this new disorganized plan any better only different. We will all end up losing in the end because once this system is fully implemented morale may be so low that employees will be adversely affected and not performing as per your dishonest efforts to mistreat employees have caused. This system will cause distrust and maybe even uncaring attitudes by employees when they see what is going on around them. If you want a system that works you should first get your management types to perform there job correctly and then the existing system would work fine. Your motives for creating this mess are very suspect and will not make anything better except maybe your friends a little richer when you get a lot of government employees to quit with disgust when the employeer starts cheating them out of what they deserve. In the long run you will hurt this country and our Navy with your illconceived and unlawful actions. We should all be standing up and speaking out against this type of government misdeeds and careless actions by a few admistrative appointees and some cabinet members that want to help destroy the hard work and caring civil service employee and the system we have worked so hard to support. We are defending our country and working hard and do not deserve to be treated badly by a lot of political hacks.
