I don't understand how you can say that my employee rights and benefits will remain unchanged. Automatic cost-of-living increases and raises balanced out not being able to strike when not satisfied with our benefits. You've now taken even that little bit from us. I am currently seeing discrimination between the new hires and us that have been here 20 plus years. The manager that would be involved with the rating for my pay for performance has very obviously catered to recruiting and advancing young engineers. I doubt very much that he will provide an honest rating when he looking at dollars he wants to shower the engineers with to keep them working here. From what I've understood so far on NSPS, I would have no real recourse to get my performance rating looked at by an impartial panel. MSPB is too overloaded and the time frame you've attached is not doable. I could take my complaint to the RUMSFELD panel of 3. We're not stupid... if they are appointed by the Secretary, they will ultimately answer to the Secretary. Would my only saving recourse then be that I would have to independently sue each manager involved... Do you really want to go there?
