I have read the majority of comments on NSPS, 99.9% are negative and abhor the NSPS regs. If the proponents of this document TRULY value the opinions of the worker they will scrap the whole thing and start over. How many negative comments/concerns does it take for Ms. Lacey to realize you can't ask for input from Government workers and not give them credence! I noticed the web site is tracking "form" letters, this is petty. Many people don't have the patience and where-with-all to put together something presentable. I feel insulted and demoralized by the NSPS verbiage. I would have never imagined my own leaders would turn against me. Our managers play favorites and there's nothing anyone can do about it. Even flagrant OPM violations are swept under the rug by the military. For some reason Officers believe they are "godly" and "beyond reproach". The Navy system rotates our uneducated (OPM rules and regs) managers every two years. They come into our lives, disrupt everything, pick their favorite employees and avoid everyone else. They openly violate Federal Acquisition Regulations and Public Laws and are immune to scrutiny because of their rank. Now you want to expand their authority over my life and my family's future. With all due respect you guys/gals must be crazy!! There is no way to control a military officer. Even a Lt JG thinks he is a god! I am not allowed to even express my opinion and I am still treated like garbage. I am a GS-12 and I get no respect. I don't even want their respect, I only ask to be treated like a human being! I have seen so many illegal/unethical acts I can barely sleep at night. I tried reporting these unethical acts only to be admonished and demoralized. Even the IG couldn't protect me from these self proclaimed "GODS" and you want to give them more power? You can't change a manager's weaknesses/personality/biases/likes/ dislikes with training! Any psychologist will tell you everyone "carries baggage" for better or worse. Don't punish us for being loyal and sticking to our morals. Yes the present system isn't worth a damn! But at least my rotating "GODLY" supervisor can't destroy my family and livelihood just because he/she happens to have a few "fair haired" boys/girls. My pay should not be curtailed because my (temporary) supervisor happens to like fishing and I don't have a boat. Some like hunting or golfing. I'm a family man and I spend my extra time raising my kids. Please be compassionate and DO NOT allow supervisors to control my pay! Please be reasonable and DO NOT allow supervisors the latitude to negate the many years (26) of hard work I have put into serving the Government. I have had numerous supervisors, half of them were fair and decent, that's not a very good average. Do not put my life and my family's future in the hands of swollen headed officials who only care about promotion to Captain or Commander. No one can fix the problems at my agency (this is a proven fact). NSPS will greatly demoralize and deminish the civilian employees where I work. Listen to your constituents! Collectively they represent 1000s of years of experience in the Government system. V/R Gilbert Hernandez
