I have been working for DoD for 31 years. About time we have "pay for performance." Not to say that there are not good workers in DoD, but to be locked into a job with the security we have - does not bring out the best in the workers. Too much is taken for granted. Competition is healthy and we need to operate more like the private sector. We work for the Defense of our country by definition (if you are a DoD employee). The world has changed and the Department should have flexibility within to handle these changes. If this might mean relocating to an area of need, so be it. Those that do not want to work under the NSPS conditions can go else where. No one is indispensable.
