Section 9901.714(b)(2) speaks to employee notification of furlough may not be necessary due to unforseeable circumstances, such as equipment breakdown or sudden emergencies. Why is this under adverse action? If employees are not able to work due to circumstances beyond their control, or their fault, they shouldn't be treated under adverse action circumstances. For example, if the threat level is increased such that DoD facilities are closed and only emergency essential personnel are allowed to work for some amount of time, other employees shouldn't have an adverse action associated with them.
