Section 9901.715(f) says the Department may disallow an employee's choice of representative if the Department says they believe the representative would cause a conflict of interest. What is to stop the Department from declaring that employees who are union steward or otherwise designated as representatives show a conflict of interest just because they are employeed by the same organization?
