Section 9901.715(f) says the Department may disallow an employee's choice of representative if the Department says they believe the representative's release from duties would cost too much or who can't be released from work duties. What is to stop the Department from saying that all employees who are union steward or otherwise designated as representatives in the same organization can't be released from their duties? In other words, what prevents DoD from disallowing all representatives?
