The proposed NSPS system would work great in a perfect world. But, the world we live and work in is far from perfect. I have 20+ years experience in DOD civil service with the Navy and Air Force. I have had supervisors that gave everyone the same performance rating. I have had supervisors that would give a low performance rating to someone just because they did not like them or had a personality conflict. The place that I presently work has an employee who is the nephew of a manager. This new system WILL NOT WORK!!!!
