After reading the NSPS proposed pay system, I failed to see how implementing it will be better than the current system. I suppose the writers of the new proposal are unaware of how our current system really works. First of all, the hard working government employee rarely, if ever, gets the outstanding evaluation. The employees that play the political games or brown-nose their bosses are the ones that get the favored ratings. The proposed system does not have any built-in safeguards against this and, in fact, may fuel more favoritism. The current system allows for nepotism (the first advice I got when I transferred here was not to say anything negative about the system to anyone for they may be related to your boss). Managers and their cronies manipulate the system to their advantage; the proposed system does not have any built-in safeguards to eliminate this and in fact will facilitate this activity even further. The current system is fraught with discrimination (oh sure, the govt. is big on diversity but only on paper) and diversity training only instigates more hatred for the individual who is different. This is the reality of it; heaven forbid that their heterosexual, while, male dominated world might be shattered. I'm sure given any additional leverage, managers will undoubtedly use it to their and their favorites' advantage. Never mind the union, I've always felt that they were nothing but a managerial patsy that jumps to their every command. Most of us, civil service workers, are not getting rich but just trying to do a good job and make a living. At the same time, we take pride in our work and in helping make our military number one in the world. Thank you for taking my comments into consideration.
