I have reviewed the NSPS proposed rule. After reading its many provisions, I find the document to be excessively wordy. Recommend that the proposed rule text be shortened to the following: "DoD Civil Service employees serve in assignments and locations at the discretion of their executive agency as determined by the DoD Implementation Issuances. Employees will receive some level of compensation at DoD discretion which may be subject to the perceptions of their organizational mission’s importance, unit performance, and individual performance and contributions as explained by the DoD Implementation Issuances. After 2008 (if sufficient funding continues to be available), they will continue to receive some level of compensation as determined by the DoD Implementation Issuances. Having seen the fine print of the current administration’s reform of Civil Service, I eagerly wait to read the fine print on the proposals for the “reform” of Social Security.
