The whole concept of pay for performance sounds good in theory. However, I work for an organization that, as far as I am aware, has given almost no QSI (Quality Step Increases) to civilian employees in the last 5 years. They have paid out performance awards, but those have been severely limited in terms of dollar amounts. And, in general, civilian employees receive last consideration in this organization for training and education dollars. The only pay raises I have received have been the mandatory step increases and I envision no pay increases with implementation of this new system. I have had top evaluations every single year and am a dedicated, exemplary employee. There is lots of lip service paid to the value of the contribution made by civilian employees, but in practice I do not see leaders walking the talk. Without more commitment by military leaders at organizational units, I envision a civilian work force that is increasingly demoralized, increasingly frustrated, and more and more likely to leave government service for the private sector.
