The plan is good BUT the implemantation will not be in the employies best intrest. There is always going to be human error. A good example is the evaluation system, there is no way you can say every evaluation done over the last year is 100% true. The system in place right now is serving the employies. There is no way a manager or supervisor will not be ruled by emotions or outeside influeances. It is in our DNA. Rewarding grate job performance is good, but there should be a seperate system established.
