I am not going to address specific sections as I am in disagreement with all of them. I am a Veteran with 30 years of civil service and appx 3 military. Yes I receive the Veteran's Preference and I believe all personnel who serve in the Military Services should. As for the Job changes, much too often a supervisor is 100% down on one employee because of a personality conflict and 100% for an employee he/she likes. I have seen this in play within the civil service system for my entire 30 years, the only chance a person who has been treated unfairly has is the union, personnel management with definately not interfer and I am speaking from personal experience. We are NOT Military and have not signed a contract so the Deployable section is absolutely ridiculous. Leave our pay alone and flex time alone, while the workers out here receive 3-5% pay raises and congress receives 10++, we are lucky to get what we do; the merit system does not work, expecially if a supervisor just "doesn't want to do the paperwork", or has a personal problem with an employee. Flex time is perfect for employees to conduct business/appointments, etc., without having to sign for leave, it is especially needed for parents with children in school. I ask that you please fight to keep our rights as we have them now. It has always appeared that the main problem with personnel in OPM trying to make changes is that they are very un-informed about what the real workforce does, and needs .
