I don't think the pay band is a good ideal. I've worked in the private sector parttime and this is basically how they award their employees. Leaving it up to the Supervisor to determine if you get a annual pay raise is not good because this allows for the Supervisor to discriminate against you. It all becomes a popularity contest, not how you perform your job. If a Supervisor doesn't like an employee they can prevent them from getting an increase ever. I've had this happen before. I was always one of the top peformers in my job, but because my Supervisor didn't like me this was the only way that she could hold this against me. I always got one of the lowest raises that they gave out every year.
