As a current Civil Servant, I have had the opportunity to work with Pay Banding while a member of the Defense Acuisition University. I saw repeated abuses of this system by management/supervisors. During my tenure with DAU, I never received a pay increase while still maintaining a "fully acceptable rating". Under Performance Management -Subpart D you have identified a performance factor entitled "teamwork/cooperation" in which a supervisor can classify employee "behavior" as unacceptable. The term "teamwork/cooperation" needs a definition. For this system to work successfully, training must be provided to supervisors/managers. This guidance stated that "DoD is committed to providing its employees, supervisors, and managers with extensive training..." which is positive step but often will fall to the wayside. Poor managers will abuse this system and still reward based on nepotism, race or for a host of criteria that would be blatantly unfair. The guidance allows for employees to challenge a managers decision to the Merit Systems Protection Board MSPB. A process of challenging a managers rating decision needs to be at a organizational level so that these disagreements can be resolved quickly and fairly.
