Sec9901.607 Retention Standing. I believe that Veteran's Preference should not be considered when establishing a retention roster if you want to establish retention order based on performance and value to the organization/mission. You either have a merit performance based policy or not. Giving an artificial edge to veteran's would eliminate fairness and performance in favor of bias toward a certain group. A level playing field can reward performance only and not special interest groups. I suggest removing veteran's preference as a category.
