Comments:
Chapter 99, Section 9902 of the Defense Authorization act of FY 2004 establishes the National Security Personnel System. Under this section is subsection (m), which establishes a labor relations system. Secretary Rumsfeld, DoD and OPM are attempting to include the ten laboratories under subsection (m), under this section. However, subsection (c) excludes the ten laboratories from the National Security Personnel System. The Secretary, the Director, and all others shall cease from attempting to implement a new labor management system for the ten laboratories. They are in violation of Federal Law.
