9901.901 gives the Unions the authority to bargain collectively for the employees of Civil Service. However, it takes away the right to bargain the most important areas of an employees work. In giving management the power over these areas of an employees life, the NSPS has unleashed a monster. Unions fought so that employees would no longer be slaves to uncompassionate employers. The NSPS in this area has turned the clock back to the year 1900. If a supervisor has a personality clash for any reason, you have given him/her the right to destroy that employee's career. As a representative of a union, I see supervisors treating people differently just because they belong to the union. The retribution for filing grievances runs rampant. I'm not saying all supervisors are this way. There are quite a few good ones. But for every fair and impartial supervisor, there are two who think they are next to God and can do no wrong. For these reasons, people will leave the DoD in droves. The ones the service should see leave, will stay, mainly because they are already supervisors.
